Remove wrapper API around custom user education event. User education events didn't used to be exported. This means that we needed to use an exported wrapper API in order to watch for a custom user education event from production in test code for component builds. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
