Implement browser command line flags for setting custom proxy settings This CL adds three new command line flags that allow a user to set a proxy server and allowlist for that server to be used in the case where the request would not already have a proxy rule set. The user can also set a header which the browser will send to the proxy server on a any request that meets the criteria to be proxied through the fallback server. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
