Import wpt@8e7c3e5b87b0d39b3ae84818422c4525917b2f34

Using wpt-import in Chromium 2c93e1a024db20471e5a7f1b0c4cc8e9e4f6a3f1.

Note to sheriffs: This CL imports external tests and adds
expectations for those tests; if this CL is large and causes
a few new failures, please fix the failures by adding new
lines to TestExpectations rather than reverting. See:

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
