Add CSI metrics to GWS PLMO

This CL adds some of new metrics calculated with the timings which we
already record as UMAs in GWSPageLoadMetricsObserver.

Specifically, we'd like to add following:

- PageLoad.Clients.GoogleSearch.CSI.HeadChunkContentTime
- PageLoad.Clients.GoogleSearch.CSI.SearchContentTime
- PageLoad.Clients.GoogleSearch.CSI.TimeBetweenHCTAndSCT

HeadChunkContentTime is useful to know how long time it takes to process
the header chunk. SearchContentTime and TimeBetweenHCTAndSCT are useful
to know how long the browser has a gap time before processing the body
chunk.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
