Add NavCapture integration tests for scope_extensions Since scope extensions only work on https origins, uses embedded_https_test_server for the "extended" scope. Although even if the regular tests used https already having the extended scope be truly cross-origin would still be a more realistic example/test, so the extra logic to update the secondary origin for this new destination in the test html files would still be useful. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
