[Digital Goods API] Enable DGAPI by default. This patch enabled DGAPI 2.0 by default, as the "intent to ship" was approved on blink-dev@chromium.org. There are no code changes from the current origin trial to what we intend to ship to stable. Therefore, there is no new tracking bug or launch bug being filed. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
