Add finch kill switch for profile migration. The patch adds a finch kill switch for profile migration. It puts back the explicit check to see if user is using @google.com account to limit the feature to googlers only along with another switch to allow testing of the feature without @google.com account. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
