[Event Timing] Drop interactionId for events affected by autoscroll We don't want to record the interaction UKM metrics for all the events that cause text highlight scroll, but we still measure their input latency and record them into performance observer. We don't set the interaction ids for them, so we don't count them into interaction metrics. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
