[fuzzing, coverage] Update run_all_fuzzers to gracefully handle timeouts. We expect a small portion of fuzzers to time out and require re-running for various reasons; however, the TimeoutExpired exception type has no .returncode value, so we should log them differently. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
