[iOS] Fix tests that are failing when the Password Checkup feature is on

In order to enable the kIOSPasswordCheckup feature on Canary, we wanted
to make sure that all tests are succeeding when the feature is on. This
CL fixes the tests that were not passing with the feature enabled.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
