Update copyright headers https://crrev.com/c/3955701 updated the presubmit so that new files are required to have the most recent copyright headers. Therefore, do one last sweep across the repo to catch new files that were not added with the correct header. The methodology used to generate this CL is documented in https://crbug.com/1098010#c95. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
