[Extensions] Implement service worker event dispatch failed metrics. New metrics: Extensions.Events.ServiceWorkerDispatchFailed.Event Extensions.Events.ServiceWorkerDispatchFailed.StartExternalRequestOk Extensions.Events.ServiceWorkerDispatchFailed.StartExternalRequestResult Metric Extensions.Events.DidDispatchToAckSucceed.ExtensionServiceWorker2 being false indicates that something went wrong with event dispatch. These new metrics give some additional information on when this occurs in order to help diagnose where the problems are coming from. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
