[Bedrock] Moving `TabMenuModelDelegate` into `BrowserWindowFeatures`. This CL moves `TabMenuModelDelegate` off `Browser` and into `BrowserWindowFeatures`. `BrowserTabMenuModelDelegate` takes `SessionID`, `Profile*` and `web_app::AppBrowserController*` as arguments to replace `Browser*` as member. `SessionID` is later used to find the correct browser which is necessary for `GetOtherBrowserWindows`. Also made the following code hygiene changes: 1. Explicitly made `BrowserTabMenuModelDelegate` non-copyable & non-movable. 2. In `existing_window_sub_menu_model_browsertest.cc` changed `vector`s to `initializer_list`/`span` to remove the unnecessary memory allocation. 3. Also changed the variable name `kExpectedMRUOrder` to `expected_mru_order` to reflect the fact that it is "not" a compile time constant. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
