Give the json deserialization functions structure a static lifetime Avoid constructing the set of function pointers every time we go to deserialize. This also avoids a lifetime parameter on the Visitor struct in the Rust code that uses these function pointers. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
