[//gpu] Have more Dawn SI reps use client internal usages under Feature

This CL changes all of the Dawn SharedImage representations that
directly hardcode internal usages in BeginAccess() to use the internal
usages passed by the client if the relevant base::Feature is enabled.

The remaining 5 reps each require a little more plumbing/though, so I'm
handling them separately.
