[bfcache] Send source location to renderer side for NRR API

This CL is to send JavaScript source locations (i.e. url, function name, line number, column number) of BFCache blocking reasons to a web local frame from the browser side.

Before this CL, back_forward_cache_impl.cc was sending only the strings of reasons without source location.

This CL creates a new map `reason_to_source` that saves all the reasons in a format ready to be reported in NRR API, and their source location (if any). It replaces `GetStringReasons()` in back_forward_cache_impl.cc, and send source location to the renderer.

In the future, we will expose the reasons' source locations to the NotRestoredReasons API, and update WPTs.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
