vulkan: avoid queue submission for OOP-R and render pass For OOP-R tasks, if the task doesn't need to signal semaphores, the queue submission will be deferred to be submitted in SwapBuffers(). For render passes, we will always deferred the queue submissions to SwapBuffers(). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
