dlp: Gray out OneDrive open entry

With this CL we gray out the OneDrive entry from the Open button in the file app and from the context menu if among the selected files there is at least one for which the upload to OneDrive is restricted.

Bug: b/282131129
Test: manually tested, right now OneDrive is not enabled for managed users.
