Do glic api gating in glic_api_host.ts

This migrates api gating code from c++ to ts.
Request types are annotated with a backgroundAllowed
property (defaults to false), which determines whether
the request should be allowed while glic is backgrounded.

If a request is not allowed:
* Requests incoming to the host are handled based on
  rules in BACKGROUND_RESPONSES, which should be nearly equivalent
  to the existing behavior today.
* Requests sent to the client must be sent with one of the
  following: sendWhenActive(), sendIfActiveOrDrop(),
  sendLatestWhenActive().

This ensures authors consider background behavior when
adding new messages, and automates the queuing logic.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
