[CodeHealth] Fix TabGridDialogTest#testAdjustBackGroundViewAccessibilityImportance

The current way of checking TabGridDialog background view accessibility
importance is not accurate - when dialog is hidden, we only need to
make sure that the importances of background views are not
IMPORTANT_FOR_ACCESSIBILITY_NO_HIDE_DESCENDANTS.
