WebGPU fixes in anticipation of RenderPipelineDescriptor refactor At the suggestion of cwallez@, breaks several renames and method refactors that are not dependent on pending Dawn changed out of https://chromium-review.googlesource.com/c/chromium/src/+/2746536 so they can be landed separately. Because this patch restores a couple of dictionaries that were previously renamed but didn't exactly match the current spec definition for various reasons, it leaves behind several dictionaries that are not yet used but we know will be in a follow up CL. It seemed preferable to leave them in rather that churn through another removal/addition. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
