[Hub] Fix tests before enabling on ToT * StartSurfaceTest - Disable feature for test that is obsolete post- launch. * CloseAllTabsDialogTest - Remove an unnecessary view wait. * TabGridDialogTest - Fixes for snackbar detection, goldens, and views for a render test. * TabListContainerViewBinder - Disable feature for tests that are obsolete post-launch. * HubLayout - Ensure the tab we are switching to gets "Shown" regardless of whether it got selected. AFAICT this fixes a bug with MediaCapture and one other TabObserverTest case for interactability. * TabsTest - Fix a resource ID that points to a different view post- launch. * ActivityTabProviderTest - Fix a waitForLayout that could cause an in- progress animation to finish after Chrome was destroyed causing an assert to fire. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
