Show the web app protocol launch dialog in web_app_publisher_helper
This CL hides the dialog logic behind LaunchAppWithParams() in the app
service so that the caller doesn't have to mix app service and web app
provider logic.
Before:
* Check if provider has a registered protocol for the app...
* Maybe show the dialog...
* Persist the result...
* Call into the app service
After:
* Call into the app service
* The first three steps will happen behind the app service interface
in web_app_publisher_helper

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
