Remove OSKResizesVisualViewportByDefault flag

This flag has been on by default since M108 so removing it for M113.

Also removes the matching RuntimeEnabledFeature for
ViewportMetaInteractiveWidget in Blink.

Note: ManualFillingIntegrationTest#testMovesUpSnackbar fails with this
change. This is because the CachedFlag ChromeFeatureList was never
flipped to enabled so the test runs with the feature disabled.
Unfortunately this led to the regression in crbug.com/1384433.
