Extend glic FRE related metrics This is intended to help debug the issues we are seeing in FRE throughput and help investigate sources of errors in the FRE. Added Metrics: * UserAction metric for closing the fre panel in each different state. * UserAction for users clicking ‘Try Again’ in the error panel. * UserAction for the FRE loading successfully. * Histogram of reasons for when FRE is closed by synchronous widget close function. * Histogram of why the error state was entered. * Histogram of elapsed time between FRE completion and first submitted input. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
