Add more NOT_DESTROYED() to LayoutObject functions. See e.g. crrev.com/c/6097987 . That issue would have been discovered and fixed much sooner if every function had had NOT_DESTROYED(). PhysicalAnchorQuery has been using LayoutObject::IsBeforeInPreOrder() for a long time already, but since it had no NOT_DESTROYED(), the problematic approach went unnoticed. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
