iwa: Rename `ReadError` to `ReadIntegrityBlockAndMetadataError` This change improves clarity, because the two error types used by the `SignedWebBundleReader` now accurately describe their use cases: - `ReadIntegrityBlockAndMetadataError` is the type used for errors occurring during integrity block and metadata parsing. - `ReadResponseError` is the type used for errors occurring during response parsing. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
