Add comments for the METRIC_REVIEWER_OWNERS. This was as per discussion [Feedback on METRIC_REVIEWER_OWNERS] thread. Trying this to reduce people getting irrelevant reviews. Also remove some people who were added without training. Ccing them. see go/reviewing-metrics to get trained. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
