[safari-import] Only build `c/u/content:unit_tests` for non iOS The `components/user_data_importer/content:unit_tests` target was being built for non-blink builds, which usually means that is not build for iOS. However, there is an experiment build for iOS that actually uses blink. As such, a build failure due to duplicate symbol for `MakeBookmarkParser` from both `IOSBookmarkParser` and `ContentBookmarkParser`. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
