[UPMLocalSettings] Move the password check related properties out of safety check model PasswordsCheckPreferenceProperties is introduced, it includes 2 password check related properties: - password state - compromised passwords number - password check listener This properties were extracted out of SafetyCheckProperties. This change is needed to implement multiple independent password store checks in follow-up CLs. P. S. This change is not under the feature flag, but it only replaces all the occurrences of `SafetyCheckModel.PASSWORD_STATE` with `PasswordsCheckPreferenceProperties.PASSWORD_STATE` (and the same for 2 more properties). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
