Wire up basic Jump-Start Omnibox functionality. When the Jump-Start Omnibox feature is enabled and the relevant time criteria are met, starting Chrome from the Launcher icon will redirect the User to a much lighter Search Activity. This change offers a functional implementation of the JSO, however it requires further refinement (to be handled in subsequent changes) in order to further reduce the startup time. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
