Skip virtual webgl-oversized-printing test on two configurations. 1) SwiftShader is not currently supported on ARM Macs, so skip this test there. 2) The test causes a 1 GB allocation in the GPU process on Windows which often fails. Skip the test there. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
