Add ORB test for sandboxed-frame (opaque origin). This CL adds a test to confirm that ORB is active for opaque origins in sandboxed iframes, where the opaque origin's precursor origin matches the parent's origin. The test runs both with kIsolateSandboxedIframes enabled and disabled. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
