Fix components/sync presubmit for Windows The components/sync/PRESUBMIT.py looked for changes to paths ending in /proto_visitors.h but this fails on Windows where the path ends with \proto_visitors.h. This caused twelve failures in PRESUBMIT_test.py. The fix is simply to use os.path.sep to make the code portable. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
