[viz] Add client_id crash key for promise image failures

Pass client_id from DisplayResourceProviderSkia to be used as crash
key for dumps when we fail to create a promise image for debugging.

Only for Android right now to get this key on Android data as well.
Will enable for Windows once we have some data evaluation going for
Android and if its needed still.
