[Fuchsia] Force running fuchsia-arm64-cast-receiver-rel in fuchsia sdk dryrun The same error mentioned in http://b/340542098 happened in fuchsia-sdk roll in chromium. But it wasn't caught by the dryrun (https://crrev.com/c/5542534) since the builder impacted wasn't included in the drill. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
