Redirect all kPeeking state to kFullscreenAllApps state. This cl sets all actions that will set the app list state to kPeeking to make them show the kFullscreenAllApps state instead. All related tests are removed or modified to match the correct behavior. Note that this cl does not remove all kPeeking related code. Also, not all kPeeking related tests are removed because it is still possible to explicitly set the app list state to kPeeking, which don't necessarily break the test. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
