Android: Add support for "prefab" to android_aar_prebuilt()
E.g. for:
android_aar_prebuilt("foo_java") {
}
This will create a source_set names "foo_java_headers", which will have
a public_configs for "foo_java_include_dirs_config", which will set
include_dirs to the path to the extracted header files.
This does not change how .so file are handled. These must still be
manually wired up to be included in .apk files.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
