[sheriff] blink: Mark more tests as long. After crrev.com/c/3858507 some document-transition tests started flakily fail with timeout. A couple of them was fixed in crrev.com/c/3884945 by marking them as long. Mark more timing out tests as long. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
