[Region Capture] Allow Region Capture across webview borders on CFMs On CFMs, a <webview> might be used. Earlier we verified that cropTo() was only used for the WebContents being captured. But on CFMs, it is permissible to mutate a capture to any WebContents within the same tree, even across <webview> borders. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
