GCC: fix name clash of blink::PseudoId blink::PseudoId is an enum and at the same time a method in blink::NGHighlightOverlay which returns the enum. GCC errors out, because it cannot distinguish between both. Add an explicit enum to the return type to avoid confusion. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
