Communicate network bridge status to DriveFS This passes along whether `drive-fs-chrome-networking` is enabled on ChromeOS to DriveFS. This allows DriveFS to disable the feature if the ChromeOS side isn't available. Previously, DriveFS would detect network failures and fallback; this avoids trying at all. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
