Make blink::TransformationMatrix API similar to gfx::Transform, step 2 This is to prepare for the merge of TransformationMatrix and gfx::Transform. - Remove the self reference return value of mutation methods. The return value were mostly used in unit tests. Now let unit tests use test helpers. The return value might cause mistaken mutations when the developers think they were not mutation methods. - Add static method MakeScale() and MakeTranslation() for faster construction of TransformationMatrix from 2d scale or translation. - Rename ApplyPerspective() to ApplyPerspectiveDepth() which is the name used in gfx::Transform. - Rename ScaleNonUniform() to Scale() which is the name used in gfx::Transform. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
