Enabled pixel tests for permission chip

TestBrowserUi supports verifying pixel UI for dialogs (windows) only.
In this CL I added method that can verify UI for a view
(BrowserSkiaGoldPixelDiff supports taking screenshots and comparing
views). I also used this new methods in browser test for permission chip
button in the omnibox.

To ensure that correct screenshot is taken each time (with chip expanded
and both icon and text shown), I added logic to force expand the chip
for tests.

Also, I added PermissionPromptBubbleViewBrowserTest to the filter file,
it wasn't there before and pixel comparison wasn't performed for it.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
