lacros: disable delegated out-of-window clip rect Delegated out-of-bounds clip rect does still have issues at Exo side, so disable it for now at Lacros to unblock beta release (see the linked crbug for further details), until the Exo-side issues get fixed. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
