[MagicStack] Show different modules at home surface and new tab.
In this CL, magic stack shows modules based on its home surface:
1) on the start surface or home surface NTP, price drop and single
tab module are shown if eligible;
2) when opening a new Tab, price drop and tab resumption module will
be shown if tab resumption module is enabled; otherwise, only show
the price drop if eligible.
3) Add moduleType.TAB_RESUMPTION.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
