Roll nearby-connections from 1b382075dd1b to 32f6c39b4657 (23 revisions)

This CL updates the BUILD.gn file to support the crypto migration into
crypto_cros (see: cl/684566882). Additionally updates the WebRtcMedium
class to support the changes in cl/685103930.
