Adding a method to remove data between start and end time

There is currently no way to delete data between two timestamps on iOS.
All methods that remove data right now are either to delete all data or to delete data within the timeframe selected from the settings UI which maps to a `TimePeriod` enum.

This CL adds a method to the `BrowsingDataRemover` to delete data
between two timestamps. This method will be used for enterprise policies
that require to delete data only for a given timeframe. This will
mainly be used for policies that clear data from the time the user
signed in only.

An example of a policy that will use this in a follow-up CL is
IdleTimeoutActions which might clear data only for the time the user
was signed in if it was set as a user policy. Please see IdleTimeoutActions.yaml for more details about the policy.
