Rename directory.mojom to match file_util.h naming To be consistent with the base functions that are being called, rename functions to be DeleteFile/DeletePathRecursively. RemoveFile is no longer needed as DeleteFile handles both deleting files and non-recursive directories. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
