Do IWYU for tracing in views and webui code. Code that use TRACE_EVENT in Views and WebUI code should include base/trace_event/trace_event.h directly, and not rely on an indirect header far away to do it. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
